연합뉴스TV 노조가 사장추천위원회(사추위) 구성 방식을 둘러싼 정관 개정안에 대해 강하게 반발하며 이사회에 법적 리스크 해소를 촉구했다. 조합원 대상 투표에서는 응답자의 94%가 해당 개정안에 반대 의사를 밝힌 것으로 나타났다.
한국기자협회 보도에 따르면 전국언론노동조합 연합뉴스TV지부는 4일 성명을 내고 “7월 31일 시정기한 내에 사추위 구성을 완료해 회사를 행정처분 위기로부터 구해야 한다”고 밝혔다.
앞서 방송미디어통신위원회는 지난달 15일 연합뉴스TV에 대해 사장추천위원회를 구성하지 않은 방송법 위반 상태를 오는 7월 31일까지 시정하라고 명령했다. 기한 내 조치가 이뤄지지 않을 경우 방송법 제18조에 따라 승인 취소, 승인 유효기간 단축, 업무정지, 광고 중단 등 행정처분을 받을 수 있다.
현재 연합뉴스TV 이사회는 사추위 구성과 관련한 정관 개정안을 놓고 한 달 넘게 대립을 이어가고 있다. 쟁점은 사측 추천 사추위원 전원을 최대주주인 연합뉴스가 추천하도록 하는 내용이다.
연합뉴스TV 노조는 해당 개정안이 방송 독립성과 공정성을 보장하기 위해 마련된 사장추천위원회 제도의 취지에 어긋난다고 주장하고 있다. 노조는 특정 주주가 사추위를 사실상 장악할 경우 독립적인 사장 선임 절차가 훼손될 수 있으며, 소수주주와 현장 구성원들의 의견도 배제될 우려가 있다고 지적했다.
실제로 연합뉴스TV지부가 지난 2일부터 4일까지 조합원 229명을 대상으로 실시한 모바일 찬반투표 결과, 참여자 180명 가운데 169명(93.9%)이 정관 개정안에 반대했다. 찬성은 11명(6.1%)에 그쳤으며 투표율은 78.6%를 기록했다.
반면 연합뉴스 측은 최대주주로서 경영 책임을 지는 만큼 사장 선임 과정에서도 일정한 권한이 보장돼야 한다는 입장인 것으로 알려졌다. 이에 따라 사추위 구성 방식을 둘러싼 양측의 입장 차가 좀처럼 좁혀지지 않고 있다.
연합뉴스TV지부는 “이사회가 최우선으로 고려해야 할 것은 특정 이해관계가 아니라 회사의 생존과 법적 안정성”이라며 “방송법 취지를 지키면서도 소수주주와 구성원의 의견을 반영할 수 있는 합리적 대안을 마련해야 한다”고 촉구했다.
방송계에서는 사추위 구성이 계속 지연될 경우 연합뉴스TV가 행정처분 위험에 직면할 뿐 아니라 향후 경영 안정성과 방송 독립성 논란도 더욱 커질 수 있다는 우려가 나오고 있다.

The labor union of Yonhap News TV has called on the company’s board of directors to resolve ongoing legal risks surrounding the formation of a presidential recommendation committee, as an overwhelming majority of union members voted against a controversial bylaw amendment.
According to a report by the Korea Journalists Association, the Yonhap News TV branch of the National Union of Mediaworkers issued a statement on June 4, urging the board to complete the formation of the presidential recommendation committee by July 31 and prevent the company from facing potential administrative sanctions.
The Broadcasting and Media Communications Commission previously ordered Yonhap News TV to correct its violation of the Broadcasting Act by establishing the committee no later than July 31. Failure to comply could result in sanctions under Article 18 of the Broadcasting Act, including suspension of business operations, restrictions on advertising, or even revocation of broadcasting approval.
At the center of the dispute is a proposed amendment that would allow the company’s largest shareholder, Yonhap News Agency, to nominate all management-side members of the presidential recommendation committee.
The union argues that such a structure would undermine the independence and fairness of the committee, which was introduced to ensure transparent and democratic leadership selection within broadcasting organizations. Union representatives also contend that the proposal would marginalize minority shareholders and exclude the voices of newsroom employees.
A union vote conducted between June 2 and June 4 showed overwhelming opposition to the amendment. Of the 180 members who participated, 169 voted against the proposal, representing 93.9 percent of respondents, while only 11 members supported it. The voter turnout rate was 78.6 percent.
Yonhap News Agency, on the other hand, is reportedly maintaining that as the largest shareholder, it should retain significant influence over the appointment process due to its management responsibilities and ownership stake.
The union stressed that the board’s priority should be safeguarding the company’s legal stability and long-term viability rather than advancing the interests of any particular stakeholder. It also called for a reasonable compromise that reflects the intent of the Broadcasting Act while respecting the rights of minority shareholders and employees.
Industry observers warn that continued delays in forming the committee could expose Yonhap News TV to regulatory sanctions and intensify concerns over corporate governance and editorial independence.
