Just the News 보도에 따르면 하월은 2023년 말 미국 특별검사국(OSC·Office of Special Counsel)에 내부고발서를 제출했다.
Just the News
Just the News
Trump Shares Article Alleging DEA Allowed 1 Million Fentanyl Pills to Reach Communities During Biden Era
Whistleblower Claims Drug Shipments Were Allowed to Continue for Investigative Purposes; Calls for DOJ Probe
U.S. President Donald Trump has shared an article on his Truth Social platform highlighting allegations that the U.S. Drug Enforcement Administration (DEA) allowed large quantities of fentanyl to enter communities during the Biden administration, reigniting debate over federal drug enforcement policies.
The report, published June 22 by the conservative news outlet Just the News, featured an interview with attorney Tristan Leavitt, president of the whistleblower advocacy organization Empower Oversight. Leavitt represents DEA Special Agent David Howell, a 14-year veteran of the agency.
Trump shared the article on the same day through his Truth Social account, drawing renewed attention to allegations surrounding the Biden administration’s handling of fentanyl-related investigations.
Claim That More Than One Million Fentanyl Pills Reached Communities
According to Just the News, Howell filed a whistleblower complaint with the U.S. Office of Special Counsel (OSC) in late 2023.
In the complaint, Howell alleged that the DEA and federal prosecutors in New Mexico chose not to immediately seize large fentanyl shipments during ongoing investigations, resulting in more than one million fentanyl pills entering local communities.
Leavitt argued that investigators prioritized building larger criminal cases over intercepting dangerous narcotics.
He criticized the agency for allegedly failing to stop the distribution of fentanyl despite the DEA’s longstanding public awareness campaign warning that even a single pill can be lethal.
The report also cited allegations involving shipments of approximately 150,000 and 50,000 fentanyl pills that were not immediately seized.
Leavitt claimed that more than one million pills ultimately made their way into communities during the course of the investigation.
Compared to ‘Fast and Furious 2.0’
Leavitt compared the allegations to Operation Fast and Furious, the controversial Obama-era federal operation in which authorities tracked firearms moving to Mexican drug cartels rather than immediately intercepting them.
The operation later drew widespread criticism after some of those weapons were linked to violent crimes.
Leavitt argued that although the Department of Justice later adopted guidelines intended to limit the movement of dangerous items during investigations, New Mexico prosecutors failed to fully follow those procedures.
He claimed that existing safeguards were effectively ignored in pursuit of larger criminal prosecutions.
OSC Requested DOJ Review
According to Just the News, the U.S. Office of Special Counsel reviewed Howell’s complaint and subsequently requested that the Department of Justice examine the matter.
The report stated that OSC found a “Substantial Likelihood of Wrongdoing” based on the information presented in the complaint.
Leavitt contended that the case highlights the risks of prioritizing major criminal investigations over immediate public safety concerns.
He emphasized that fentanyl presents a uniquely severe threat because even a very small amount can be fatal.
Allegations of Human Cost
In his interview with Just the News, Howell sharply criticized the handling of the operation.
He alleged that authorities exposed local communities to danger in an effort to expand criminal cases and argued that lives were ultimately lost as a result.
Howell also claimed that after reporting his concerns, he faced retaliation and was restricted from providing testimony in certain cases.
Leavitt called for additional investigations by Congress and the Department of Justice Inspector General to determine the full extent of any harm and establish accountability.
Trump previously designated fentanyl as a major national security threat through a December 2025 executive order. His decision to share the article is being viewed by some observers as part of a broader criticism of the Biden administration’s approach to drug enforcement.
The allegations described in the report are based on claims made by the whistleblower and his attorney. Whether any misconduct occurred, and the extent of any resulting harm, remains subject to ongoing review and potential future investigations.
