이재명 대통령의 미국 샌프란시스코 방문을 계기로 삼성전자와 SK하이닉스 등 한국 기업들이 미국 빅테크 기업들과 총 9천500억 달러 규모로 제시된 인공지능·반도체 협력계획을 발표했다.
국내에서는 이를 ‘한·미 빅테크 동맹’으로 표현하고 있다. 그러나 공개된 협약의 당사자와 형식을 살펴보면 한미 양국 정부가 체결한 공식 협정보다는 한국 기업과 미국 기술기업 사이의 장기 반도체 공급, 인공지능 인프라 구축, 전략적 투자와 업무협약을 묶어 부른 표현에 가깝다.
한국 정부는 대통령의 참석을 넘어 행사 개최와 성과 발표를 주도했다. 반면 현재까지 공개된 기업별 협약에서 미국 정부는 공식 당사자로 확인되지 않았다. 이번 협력의 산업적 의미와 별개로 ‘동맹’이라는 명칭이 실제 관계의 성격에 부합하는지를 구분해 살펴볼 필요가 있다.
한국 정부가 주도한 샌프란시스코 AI 서밋
현지시간 7월 24일 미국 샌프란시스코에서 열린 AI 서밋에는 이재명 대통령과 한국 정부 관계자, 국내 주요 기업 총수와 미국 빅테크 경영진이 참석했다.
이 대통령은 젠슨 황 엔비디아 최고경영자, 샘 올트먼 오픈AI 최고경영자, 다리오 아모데이 앤트로픽 최고경영자, 혹 탄 브로드컴 최고경영자 등을 만나 인공지능과 반도체 분야의 협력 방안을 논의했다.
한국 기업에서는 이재용 삼성전자 회장, 최태원 SK그룹 회장, 정의선 현대자동차그룹 회장과 이해진 네이버 창업자 등이 참석했다. 이 대통령은 서밋에서 한미 기술협력과 한국의 인공지능 산업 발전 구상을 담은 ‘샌프란시스코 AI 선언’을 발표했다.
이번 행사는 대통령이 기업 간 협력을 지원하는 수준에 머물지 않았다. 김용범 대통령실 정책실장은 현지 프레스센터 브리핑을 통해 삼성전자와 SK하이닉스 관련 협력 규모가 총 9천500억 달러에 이른다고 공식 발표했다. 배경훈 부총리 겸 과학기술정보통신부 장관을 비롯한 정부 관계자들도 관련 일정에 참석했다.
따라서 한국 측에서는 대통령과 대통령실, 관계부처가 행사 개최와 성과 발표에 공식적으로 참여했다고 볼 수 있다.
반면 현재까지 공개된 주요 협약과 보도에서는 미국 대통령이나 행정부 장관 등 미국 정부 고위 관계자가 기업별 협약의 서명자나 공식 당사자로 참여한 사실은 확인되지 않는다.
다만 행사 전체 참석자 명단이 모두 공개된 것은 아니므로 미국 연방정부나 지방정부 관계자가 행사장에 전혀 없었다고 단정할 수는 없다. 정확하게는 공개된 협약에서 미국 정부가 공식 당사자로 확인되지 않았다고 표현하는 것이 타당하다.
9천500억 달러는 삼성과 SK 관련 협력의 합계
대통령실이 발표한 9천500억 달러는 SK하이닉스가 미국 빅테크 기업들과 추진하는 7천500억 달러 규모의 장기 메모리 공급 협력과 삼성전자·브로드컴의 2천억 달러 이상 규모 협력을 합산한 수치다.
김용범 정책실장은 브리핑에서 SK하이닉스가 엔비디아를 포함한 미국 기업들에 장기간 7천500억 달러 규모의 메모리 반도체를 공급하고, 삼성전자가 브로드컴과 2천억 달러 규모의 반도체 협력을 추진한다고 설명했다.
다만 9천500억 달러 전체를 현재 집행이 확정된 현금투자액으로 해석해서는 안 된다. 여기에는 향후 수년간 예상되는 반도체 공급액과 생산·인프라 협력의 사업 규모가 포함돼 있다.
삼성전자와 브로드컴의 협력도 법적 구속력이 있는 전체 물량의 확정계약이 아니라 메모리, 파운드리와 첨단 패키징 분야의 협력을 확대하기 위한 업무협약이다. SK 관련 금액 역시 장기 공급과 인프라 사업을 포괄하는 예상 규모로 보는 것이 적절하다.
따라서 실제 투자액, 장기 공급 예상액과 업무협약상 사업 규모는 구분해서 보도할 필요가 있다.
또한 같은 서밋에서 발표된 네이버·엔비디아·브룩필드, 현대자동차그룹·엔비디아, 삼성SDS·앤트로픽 등의 협력은 이 9천500억 달러 합산액과는 별도의 사업으로 구분해야 한다.
삼성전자와 브로드컴, 메모리·파운드리 협력
삼성전자와 브로드컴은 차세대 인공지능 인프라에 필요한 메모리, 반도체 위탁생산과 첨단 패키징 분야의 협력을 확대하기 위한 업무협약을 체결했다.
삼성전자는 양사의 협력 규모가 2030년까지 향후 5년간 메모리와 파운드리 분야에서 2천억 달러 이상에 이를 것으로 예상된다고 밝혔다.
협력 범위에는 인공지능 가속기용 고대역폭메모리 공동개발과 공급, 2나노미터 이하 첨단 파운드리 공정, 차세대 통신용 반도체와 첨단 패키징이 포함된다. 협약 체결 행사에는 양사 경영진과 한국 정부 관계자들이 참석했다.
삼성전자는 인공지능 반도체 시장에서 메모리 공급뿐 아니라 파운드리와 패키징까지 사업 범위를 확대할 기회를 얻게 됐다. 브로드컴은 자체 설계한 인공지능 반도체에 필요한 첨단 메모리와 생산능력을 안정적으로 확보할 수 있다.
이는 양사의 장기적인 전략적 협력이라는 점에서 산업적 의미가 크지만, 협약의 직접 당사자는 한미 양국 정부가 아니라 삼성전자와 브로드컴이다.
SK하이닉스, 엔비디아·마이크로소프트 등과 장기 협력
SK 관련 7천500억 달러 규모의 협력은 엔비디아 한 기업과의 단독 계약이 아니다. 엔비디아와의 협력을 중심으로 마이크로소프트를 비롯한 미국 빅테크 기업들과의 장기 메모리 공급과 인공지능 인프라 사업이 포함된 종합적인 협력 패키지다.
이 가운데 SK하이닉스와 엔비디아가 추진하는 협력 규모는 5천억 달러 이상으로 제시됐다. 양측은 고대역폭메모리를 포함한 차세대 인공지능 메모리의 장기 공급과 공동개발, 대규모 AI 데이터센터와 AI 팩토리 구축을 추진한다.
SK텔레콤은 엔비디아의 차세대 베라 루빈 시스템과 SK하이닉스의 HBM4를 활용한 2GW 규모의 AI 데이터센터를 구축할 계획이다. 첫 번째 시설은 2027년 가동을 목표로 하고 있다.
SK하이닉스는 마이크로소프트와도 인공지능용 메모리의 장기 공급 협력을 추진한 것으로 전해졌다. 이 밖에도 앤트로픽과 AWS 등 미국 기술기업들이 SK 관련 협력 범위에 포함됐지만, 기업별 금액과 계약 형태는 각각 구분해 확인할 필요가 있다.
따라서 SK 관련 협력을 ‘SK그룹과 엔비디아의 7천500억 달러 협력’으로만 표현하는 것은 정확하지 않다. 엔비디아 관련 협력이 5천억 달러 이상으로 가장 큰 비중을 차지하지만, 전체 금액에는 여러 미국 빅테크와의 장기 공급·사업 협력이 포함돼 있다.
같은 서밋에서 발표된 별도 협력들
9천500억 달러 합산액과 별도로 네이버와 현대자동차그룹, 삼성SDS 등도 미국 기술기업들과 협력계획을 발표했다.
네이버는 엔비디아와 글로벌 자산운용사 브룩필드와 함께 한국의 소버린 AI 팩토리 인프라를 확대하기로 했다. 기존 55MW 규모의 초기 구축계획을 200MW로 확대하는 내용이 포함됐다.
현대자동차그룹은 엔비디아와 인공지능 로봇 및 피지컬 AI 플랫폼 분야에서 협력을 확대하고, 스마트 제조와 자율주행 기술에 인공지능을 적용하는 방안을 추진했다.
삼성SDS는 앤트로픽과 기업용 생성형 인공지능 분야의 파트너십을 맺고, 앤트로픽의 클로드 모델을 국내 기업 환경에 구축·운영하는 사업을 확대하기로 했다.
이들 사업은 이번 서밋이 단순한 반도체 공급계약 발표에 그치지 않고 데이터센터, 기업용 인공지능, 로봇과 피지컬 AI를 포괄하는 협력 행사였다는 점을 보여준다.
다만 대통령실이 발표한 9천500억 달러는 삼성전자·브로드컴과 SK하이닉스 관련 장기 공급 협력의 합계이며, 이들 별도 사업의 투자액까지 모두 합산한 수치는 아니다.
외신은 ‘동맹’보다 거래와 파트너십으로 보도
현재 확인되는 주요 외신은 이번 발표를 국가 간 새로운 동맹이라기보다 기업 간 ‘거래’, ‘파트너십’과 ‘AI 이니셔티브’로 표현했다.
로이터는 삼성전자와 SK그룹이 미국 기술기업들과 9천500억 달러 규모의 거래를 체결했다고 보도했다. 또 미국 인공지능 기업들이 급증하는 반도체와 컴퓨팅 인프라 수요에 대응하기 위해 한국의 메모리·반도체 기업들과 공급 협력을 강화하고 있다고 분석했다.
SK와 엔비디아의 협력은 ‘AI 데이터센터 이니셔티브와 메모리 파트너십’, 삼성전자와 브로드컴의 협력은 ‘반도체 파트너십’으로 소개됐다. 한미 양국 정부가 공동으로 새로운 인공지능 동맹을 체결했다는 표현은 주요 외신 보도의 중심에 등장하지 않았다.
국내에서 사용된 ‘동맹’이라는 표현은 대통령의 경제외교 성과와 한미 산업협력의 전략성을 강조한다. 반면 외신은 계약 당사자와 공급 규모, 반도체와 데이터센터 사업의 구체적인 이해관계에 초점을 맞췄다.

‘동맹’인가, 거래인가
이번 협력은 분명 상업적 거래다. 한국 기업은 첨단 메모리와 반도체 생산, 데이터센터와 통신 인프라를 제공하고 미국 빅테크는 인공지능 반도체 설계, 컴퓨팅 플랫폼과 생성형 인공지능 모델을 제공한다.
동시에 협력 기간이 길고 반도체부터 데이터센터, 소프트웨어와 로봇까지 공급망 전체가 연결된다는 점에서는 기업 간 기술동맹이나 산업동맹이라고 평가할 여지도 있다.
그러나 이를 한미 양국 정부가 새로운 국가 간 동맹을 체결한 것으로 이해하는 것은 정확하지 않다.
한국 정부는 대통령의 서밋 주최와 선언 발표, 대통령실의 공식 브리핑, 관계부처 장관의 참석을 통해 전면적으로 참여했다. 반면 현재 공개된 기업별 협약에서 미국 정부는 공식 당사자로 확인되지 않았다.
이러한 구조를 고려하면 이번 행사는 한국 정부가 주도하고 지원한 가운데 한국 기업과 미국 빅테크가 반도체 공급과 인공지능 인프라 분야의 장기 사업협력을 발표한 자리로 보는 것이 가장 정확하다.
한국에 남는 성과가 평가 기준
이번 협력은 한국 반도체 산업에 상당한 기회가 될 수 있다.
삼성전자와 SK하이닉스는 인공지능 산업의 확대로 급증하는 메모리 수요를 장기간 확보할 가능성이 커졌다. 파운드리와 첨단 패키징, 데이터센터, 통신과 에너지 분야까지 사업이 확대되면 국내 산업 전반에 새로운 투자와 수요가 발생할 수 있다.
미국 빅테크 기업들도 한국의 메모리 기술과 제조능력, 데이터센터 기반을 활용해 인공지능 서비스를 빠르게 확장할 수 있다.
다만 발표된 금액이 실제 계약과 투자로 얼마나 이어질지는 지속적인 검증이 필요하다. 기업별 계약의 구속력과 공급 물량, 투자 일정과 자금조달 방식이 구체화돼야 실질적인 경제효과를 판단할 수 있다.
한국 기업이 반도체와 데이터센터 공급에 머무르지 않고 인공지능 모델, 소프트웨어, 클라우드와 플랫폼 분야에서도 기술과 수익의 주도권을 확보할 수 있는지도 중요한 과제다.
이번 협력의 가치는 ‘동맹’이라는 명칭이나 9천500억 달러라는 발표 수치만으로 결정되지 않는다. 실제 투자가 얼마나 집행되고, 공동개발 기술과 데이터의 권리가 어떻게 배분되며, 그 성과가 한국 산업에 얼마나 남는지가 장기적인 평가 기준이 될 것이다.
The U.S. Government Was Not an Official Party to the “Korea–U.S. Big Tech Alliance”…Alliance or Business Deal?
South Korean companies, including Samsung Electronics and SK hynix, announced artificial intelligence and semiconductor cooperation plans with U.S. Big Tech companies valued at a combined $950 billion, following President Lee Jae-myung’s visit to San Francisco.
In South Korea, the agreements have been described as a “Korea–U.S. Big Tech alliance.” However, a closer look at the parties and the formats of the agreements suggests that the term refers less to an official intergovernmental accord and more to a collection of long-term semiconductor supply arrangements, AI infrastructure projects, strategic investments and memoranda of understanding between Korean companies and U.S. technology firms.
The South Korean government played a leading role not only through the president’s attendance, but also in organizing the event and formally announcing its outcomes. By contrast, the U.S. government has not been identified as an official party to the corporate agreements disclosed so far.
Separate from the industrial significance of the cooperation, it is therefore necessary to consider whether the term “alliance” accurately reflects the nature of the relationship.
South Korean Government Led the San Francisco AI Summit
The AI summit held in San Francisco on July 24 local time brought together President Lee Jae-myung, South Korean government officials, senior executives from major Korean companies and leaders of U.S. Big Tech firms.
Lee met Jensen Huang, chief executive officer of Nvidia; Sam Altman, chief executive officer of OpenAI; Dario Amodei, chief executive officer of Anthropic; and Hock Tan, chief executive officer of Broadcom, to discuss cooperation in artificial intelligence and semiconductors.
Korean business leaders attending the event included Samsung Electronics Chairman Lee Jae-yong, SK Group Chairman Chey Tae-won, Hyundai Motor Group Executive Chair Chung Euisun and Naver founder Lee Hae-jin.
At the summit, Lee announced the “San Francisco AI Declaration,” outlining South Korea’s vision for the development of its artificial intelligence industry and technological cooperation with the United States.
The event went beyond the president’s support for private-sector cooperation.
Kim Yong-beom, chief of staff for policy at the South Korean presidential office, formally announced at a local press briefing that the cooperation involving Samsung Electronics and SK hynix had a combined value of $950 billion. Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon and other government officials also attended related events.
The South Korean president, the presidential office and relevant government ministries therefore took an official role in hosting the summit and presenting its outcomes.
By contrast, no U.S. president, Cabinet-level official or other senior U.S. government representative has so far been identified in public reports as a signatory or official party to the individual corporate agreements.
Because the full list of participants has not been disclosed, however, it would be difficult to conclude that no federal, state or local U.S. government officials were present at the event.
The more precise description is that the U.S. government has not been identified as an official party to the agreements disclosed publicly.
The $950 Billion Figure Covers Samsung- and SK-Related Cooperation
The $950 billion figure announced by the presidential office represents the combined value of $750 billion in long-term memory supply cooperation between SK hynix and U.S. technology companies and more than $200 billion in cooperation between Samsung Electronics and Broadcom.
Kim said at the briefing that SK hynix would supply $750 billion worth of memory semiconductors over the long term to U.S. companies, including Nvidia, while Samsung Electronics would pursue semiconductor cooperation worth about $200 billion with Broadcom.
The full $950 billion should not, however, be interpreted as an immediately committed cash investment.
The figure includes projected semiconductor supply over several years, along with the estimated value of manufacturing and infrastructure cooperation.
The Samsung–Broadcom partnership is also not a final binding purchase agreement covering the entire projected volume. It is a memorandum of understanding intended to expand cooperation in memory, foundry services and advanced packaging.
The SK-related amount should similarly be viewed as a projected value covering long-term supply and infrastructure projects.
Actual investment, projected supply revenue and the estimated value of business plans announced under memoranda of understanding should therefore be clearly distinguished in reporting.
Separate cooperation projects announced during the same summit—including those involving Naver, Nvidia and Brookfield; Hyundai Motor Group and Nvidia; and Samsung SDS and Anthropic—are not included in the $950 billion total.
Samsung Electronics and Broadcom Expand Memory and Foundry Cooperation
Samsung Electronics and Broadcom signed a memorandum of understanding to expand cooperation in memory, semiconductor contract manufacturing and advanced packaging technologies required for next-generation AI infrastructure.
Samsung said it expects cooperation in memory and foundry services to exceed $200 billion over the five years through 2030.
The partnership covers the joint development and supply of high-bandwidth memory for AI accelerators, advanced foundry processes below two nanometers, next-generation communications chips and advanced packaging technologies.
Executives from the two companies and South Korean government officials attended the signing event.
The partnership gives Samsung an opportunity to expand beyond supplying memory chips into foundry manufacturing and packaging for the AI semiconductor market.
Broadcom, meanwhile, could secure more stable access to the advanced memory and manufacturing capacity required for the AI chips it designs.
The cooperation has considerable industrial significance as a long-term strategic partnership, but the direct parties to the agreement are Samsung Electronics and Broadcom—not the South Korean and U.S. governments.
SK hynix Pursues Long-Term Cooperation With Nvidia, Microsoft and Other U.S. Technology Companies
The $750 billion in SK-related cooperation is not a single agreement with Nvidia.
It is a broader package centered on Nvidia but also involving long-term memory supply and AI infrastructure cooperation with other U.S. Big Tech companies, including Microsoft.
Of that amount, cooperation between SK hynix and Nvidia was valued at more than $500 billion.
The two companies plan to pursue long-term supply and joint development of next-generation AI memory, including high-bandwidth memory, as well as large-scale AI data centers and AI factories.
SK Telecom also plans to build AI data centers with a combined capacity of 2 gigawatts using Nvidia’s next-generation Vera Rubin systems and SK hynix’s HBM4 memory. The first facility is targeted to begin operations in 2027.
SK hynix has also reportedly pursued long-term cooperation with Microsoft on the supply of memory for artificial intelligence systems.
Other U.S. technology companies, including Anthropic and Amazon Web Services, were also included in the broader range of SK-related cooperation, although the value and contractual structure of each agreement should be verified separately.
It would therefore be inaccurate to describe the full $750 billion package as an agreement solely between SK Group and Nvidia.
Nvidia-related cooperation represents the largest portion, at more than $500 billion, but the total includes long-term supply and business cooperation involving several U.S. Big Tech companies.
Other Partnerships Announced at the Same Summit
Separate from the $950 billion total, Naver, Hyundai Motor Group and Samsung SDS also announced cooperation with U.S. technology companies.
Naver agreed to work with Nvidia and global asset manager Brookfield to expand sovereign AI factory infrastructure in South Korea. The plan included increasing the initial capacity from 55 megawatts to 200 megawatts.
Hyundai Motor Group expanded cooperation with Nvidia in AI robotics and physical AI platforms, while also pursuing the application of artificial intelligence to smart manufacturing and autonomous driving.
Samsung SDS formed a partnership with Anthropic in enterprise generative AI, with plans to expand the deployment and operation of Anthropic’s Claude models in Korean corporate environments.
These projects show that the summit extended beyond semiconductor supply agreements to include data centers, enterprise AI, robotics and physical AI.
The $950 billion figure announced by the presidential office, however, represents only the combined value of Samsung–Broadcom cooperation and SK hynix-related long-term supply arrangements. It does not include the value of all the other projects announced at the summit.
Foreign Media Focused on Deals and Partnerships Rather Than an “Alliance”
Major foreign news reports reviewed so far described the announcements primarily as corporate “deals,” “partnerships” and “AI initiatives,” rather than as a new interstate alliance.
Reuters reported that Samsung Electronics and SK Group had entered into deals with U.S. technology companies valued at $950 billion.
It also noted that U.S. artificial intelligence companies were strengthening supply relationships with Korean memory and semiconductor manufacturers to address rapidly increasing demand for chips and computing infrastructure.
The cooperation between SK and Nvidia was described as an “AI data center initiative” and “memory partnership,” while the Samsung–Broadcom agreement was presented as a semiconductor partnership.
The establishment of a new formal AI alliance between the South Korean and U.S. governments was not a central theme in major foreign coverage.
In South Korea, the term “alliance” highlights the strategic importance of bilateral industrial cooperation and the economic diplomacy of the president.
Foreign reports, by contrast, focused more directly on the corporate parties, supply volumes and the commercial interests behind semiconductor and data center projects.
The difference reflects contrasting editorial emphasis, but a formal interstate alliance should still be distinguished from strategic cooperation between companies.
Alliance or Business Deal?
The cooperation is clearly commercial in nature.
Korean companies will provide advanced memory, semiconductor manufacturing capacity, data centers and telecommunications infrastructure, while U.S. Big Tech companies will provide AI chip design, computing platforms and generative AI models.
At the same time, the long duration of the partnerships and the integration of semiconductors, data centers, software and robotics across the supply chain leave room to describe the arrangements as a technological or industrial alliance between companies.
It would nevertheless be inaccurate to interpret the announcements as the formation of a new formal alliance between the South Korean and U.S. governments.
The South Korean government participated extensively through the president’s hosting of the summit, the release of the AI declaration, the presidential office’s formal briefing and the attendance of Cabinet officials.
The U.S. government, however, has not been identified as an official party to the corporate agreements disclosed so far.
Given this structure, the event is most accurately understood as a summit led and supported by the South Korean government at which Korean companies and U.S. Big Tech firms announced long-term business cooperation in semiconductor supply and AI infrastructure.
The Benefits Retained in South Korea Will Be the Ultimate Measure
The cooperation could present substantial opportunities for South Korea’s semiconductor industry.
Samsung Electronics and SK hynix may gain long-term access to rapidly growing demand for advanced memory as the AI sector expands.
Broader cooperation in foundry manufacturing, advanced packaging, data centers, telecommunications and energy could generate new investment and demand throughout South Korea’s industrial base.
U.S. Big Tech companies can also use South Korea’s memory technology, manufacturing capacity and data center infrastructure to expand their AI services more rapidly.
Whether the announced value translates into actual contracts and investment, however, will require continued scrutiny.
The binding force of individual agreements, supply volumes, investment schedules and financing structures will need to be specified before their economic effects can be fully assessed.
Another important question is whether Korean companies can move beyond supplying semiconductors and data center infrastructure to secure technological and revenue leadership in AI models, software, cloud services and platforms.
The value of the cooperation will not be determined solely by the term “alliance” or the announced figure of $950 billion.
The long-term measure will be how much investment is actually executed, how rights to jointly developed technology and data are distributed, and how much of the resulting industrial value remains in South Korea.
